November 2, 2023

WASHINGTON, DC – Today, members of the Regional Leadership Council (RLC) met with top officials at the U.S. Department of Commerce to discuss the implementation of the CHIPS and Science Act. Rep. Derek Kilmer (WA-06), leader of Region 5, led the meeting. The participants included Director of External and Government Affairs for the CHIPS Program Office Adrienne Elrod and Senior Advisor to the Secretary on CHIPS Implementation J.D. Grom. The conversation centered on what House Democrats and the Department of Commerce can do to ensure that the CHIPS and Science Act programs and policies make an impact in every community in America.

Last Congress, Democrats passed the CHIPS and Science Act to revitalize manufacturing, strengthen supply chains, promote workforce development, create jobs, and ensure that the American economy can meet the challenges of the twenty-first century. The Department of Commerce oversees key grants and programs that the law established to incentivize greater domestic semiconductor production, research, and development. A cornerstone of Democrats' Investing in America Agenda, the CHIPS and Science Act sparked a $231 billion wave of private investment in American semiconductor and electronics manufacturing. Members of the Regional Leadership continue to work closely with the Department of Commerce to help American workers and entrepreneurs across the country access the opportunities that this law is creating every day.

“From coastal towns to urban centers, the CHIPS and Science Act is a game-changer. And with the integration of the RECOMPETE Pilot Program, it’s a testament to our commitment to leave no community behind,” said Rep. Derek Kilmer. “By bolstering chip production, creating good-paying jobs, funding cutting-edge research, and providing folks with the tools and resources to make things in America again, the Biden Administration and its Invest in America agenda are igniting hope and opportunity in every zip code.”

"The CHIPS and Science Act is a historic opportunity to rebuild our manufacturing industry and supply chains, solidify America’s global leadership, and protect our national security. The CHIPS for America team appreciated the opportunity to meet with members of the Regional Leadership Council today to provide an update on implementation and discuss its role in President Biden’s Investing in America agenda. Our team is focused on being efficient while serving as responsible stewards of taxpayer dollars, and we look forward to delivering results for the American people,” said Adrienne Elrod, Director of External and Government Affairs, CHIPS for America.

Democratic Leader Hakeem Jeffries created the Regional Leadership Council in January 2023 and appointed Congressman Hoyer to serve as chair. The council consists of twelve Members who each represent one of the United States' twelve regions. The council is working to ensure that Americans in every corner of the country and in every zip code can access the opportunities created by the historic policies that Democrats secured in the 117th Congress, including the American Rescue Plan, the Bipartisan Infrastructure Law, the CHIPS and Science Act, the Inflation Reduction Act, the Bipartisan Safer Communities Act, the Honoring Our PACT Act, and many others.
