Regional Leadership Council Meets With White House Council on Environmental Quality Chair Brenda Mallory to Discuss Clean Energy Investments in the Investing in America Agenda
WASHINGTON, DC – Today, members of the Regional Leadership Council (RLC) met with White House Council on Environmental Quality Chair Brenda Mallory to discuss the transformative environmental and clean energy policies Democrats secured as a part of their Investing in America agenda. Rep. Tony Cárdenas (CA-29), leader of Region 1, led the meeting.

Last Congress, Democrats passed the Inflation Reduction Act – the largest investment any nation has made in history to combat the climate crisis. The Bipartisan Infrastructure Law and many of the other historic legislation Democrats passed in the 117th Congress included key climate provisions as well. The meeting focused on how House Democrats and the Biden-Harris Administration can continue working together to implement these initiatives to conserve the environment, reduce pollution, advance environmental justice, modernize permitting through the National Environmental Policy Act (NEPA), and build climate resilience in communities across the country. Chair Mallory also provided an update on the White House's America the Beautiful Initiative, which supports locally led efforts to conserve 30 percent of America's lands and waters by 2030.
“The environmental and climate change policies implemented in the 117th Congress by President Biden and Congressional Democrats have been life changing and saving for the American people and have set us on the right track,” said Congressman Cárdenas. “Under Congressman Hoyer’s leadership, the RLC has been at the forefront at keeping the American people apprise of these accomplishments, ensuring their implementation and fighting against MAGA Republicans efforts to overturn them. We appreciate White House Council on Environmental Quality (CEQ) Chair Brenda Mallory for her partnership and her leadership overseeing these vital initiatives.”
“President Biden is leading the most ambitious climate, clean energy, and environmental justice agenda in history. Thanks to his Investing in America agenda, we are making historic investments to deliver clean air, clean water, and a clean energy economy,” said White House Council on Environmental Quality Chair Brenda Mallory. “It was great to meet with the Regional Leadership Council and discuss our shared commitment to ensuring these benefits reach communities in every corner of the country.”
Democratic Leader Hakeem Jeffries created the Regional Leadership Council in January 2023 and appointed Congressman Hoyer to serve as its Chair. In addition to Congressman Hoyer, the council consists of twelve Members who each represent one of the United States' twelve regions. The council is working to ensure that Americans in every corner of the country and in every zip code can access the opportunities created by the historic policies that Democrats secured in the 117th Congress, including the American Rescue Plan, the Bipartisan Infrastructure Law, the CHIPS and Science Act, the Inflation Reduction Act, the Bipartisan Safer Communities Act, the Honoring Our PACT Act, and many others.
