Regional Leadership Council Discusses Implementation with EPA Administrator Michael Regan

November 29, 2023

WASHINGTON, DC – Today, Members of the Regional Leadership Council (RLC) and its Chair, Congressman Steny H. Hoyer (MD-05), held a meeting with U.S. Environmental Protection Agency (EPA) Administrator Michael S. Regan on the implementation of key climate provisions included in Democrats' Investing in America Agenda. Last Congress, Democrats passed the Inflation Reduction Act to make the largest investment that any nation in history has made to combat the climate crisis. They also secured the Bipartisan Infrastructure Law, which includes a variety of policies and programs to reduce America's carbon emissions and advance its clean energy transition.

Administrator Regan and the EPA play an important role in implementing the Investing in America Agenda. The EPA has already provided billions of dollars in federal grants through these laws to rebuild our water infrastructure and replace lead water pipes, accelerate projects to clean up pollution at superfund sites, incentivize greater private investment in clean energy, lower energy costs, and create green jobs for the American people. Regan, Hoyer, and the other Members of the RLC discussed how the Biden-Harris Administration and House Democrats can continue coordinating to ensure these new federal resources reach every community in America.

"Our council met with EPA Administrator Regan today to discuss how Democrats continue to deliver results for the American people," Congressman Hoyer said after the meeting. "Ever since the passage of the historic Bipartisan Infrastructure Law and the Inflation Reduction Act last year, the EPA has worked tirelessly to implement these new measures everywhere from the Chesapeake Bay to the Puget Sound. Every American deserves to feel the full positive impact of these laws – whether it's better air quality, cleaner drinking water, or a healthier environment. Together, we will make sure that they do. I appreciate Administrator Regan's partnership as we continue Investing in America."

“At EPA, we’re working to deliver on President Biden’s bold agenda to tackle the climate crisis, advance environmental justice and deliver economic and environmental benefits for all,” said EPA Administrator Michael S. Regan. “Thanks to Congressional support for the President’s Investing in America Agenda, EPA has been tasked with deploying over $100 billion to accelerate these efforts, and I was pleased to join the Regional Leadership Council today to discuss how we can distribute these unprecedented resources effectively, equitably and efficiently.”

Democratic Leader Hakeem Jeffries created the Regional Leadership Council in January 2023 and appointed Congressman Hoyer to serve as its Chair. In addition to Congressman Hoyer, the council consists of twelve Members who each represent one of the United States' twelve regions. The council is working to ensure that Americans in every corner of the country and in every zip code can access the opportunities created by the historic policies that Democrats secured in the 117th Congress, including the American Rescue Plan, the Bipartisan Infrastructure Law, the CHIPS and Science Act, the Inflation Reduction Act, the Bipartisan Safer Communities Act, the Honoring Our PACT Act, and many others.
